I would call this a fractal manip - and I reckon you can very well categorize it as a fractal. Remember that UF is a fractal app (for example) that allows you to generate layered fractals, which basically means a montage or manipulation.
Taking a fracatal generated in FE or other App and manipulating it or creating a montage with a Graphics Editor really amounts to one and the same thing.
I as myself: Is it a Fractal? Is the Fractal the Focal Point of the Piece?.....

Keep an open ming... I was challenged about a piece a few days back that I upped to fractals even though it has strong multi-media elements. As a varied artist I hold the line (sometimes dubiously perhaps)that the main focal point of the image decides where its going to end up... In the case of a fractal - if it's too mixed it'll end up in montage or mixed media..... Where a fractal is clearly the focal point on the other hand.........
If you're a purist then I guess you never will have this issue!
